The article is devoted to the study of the activities of Yaroslavl city selfgovernment bodies in the field of improvement of the road and park economy of Yaroslavl.
The author examines the sources of financing, plans and specific activities of Yaroslavl City Duma and the city council in putting in order the old and new bridges, boulevards, bridges and embankments of the city, expanding the existing lighting system of city streets and the introduction of more modern electric lighting, the construction of an electric station and sewage system in Yaroslavl. The activities of Yaroslavl city government in these areas were complicated by the scarcity of the city budget, burdened with mandatory and non-mandatory expenses in other areas of the urban economy. Based on the actual material, the author shows
that in order to meet the needs of the improvement of the road and park economy, the city council had to resort to extraordinary expenses. The results of the activities of city self-government bodies in this area were the paving of most streets in the center, the introduction of electric lighting, the improvement of many boulevards and squares. The paper concludes that the results of the activities of the city council in this area had the dual, dialectical nature:
there were both achievements, difficulties and contradictions associated with the need to differentiate the responsibility of the inhabitants and the city government for paving streets, as well as the failure of projects for the construction of an electric station and sewerage.
