Baldin K. E. The emergence of local public authorities in the city of Ivanovo-Voznesensk in the early 1870s

In 1871 Emperor Alexander II signed the “Regulation”. As a result of it the village of Ivanovo and posad Voznesenskij were joined, and a new city of Ivanovo-Voznesensk was added to the map of Russia. The article examines the formation of municipal governments in this city on the basis of the “City Regulation” of 1870. The author dwells on the peculiarities of the elections to the City Duma in this major industrial center and on the circumstances of the elections of the first composition of the executive city council. The first city mayor was one of the local textile industrialists Petr Borisov, who together with his brothers owned a chintz factory. The algorithm of meetings of the city executive council also is considered in this article. The author emphasizes the fact that the local regulation, on which it worked, made using various corruption schemes next to impossible. The article also considers the formation of a punitive force structure in the city — the police department, headed by the police chief. The author analyzed attempts made at the time to work out the city emblem for Ivanovo-Voznesensk. Unfortunately, these attempts yielded no tangible results in the pre-revolutionary period.
