The article focuses on the socio-political views of academician V.I. Vernadsky on university education in Russia. An analysis of the state and prospects of higher education in the context of the noospheric picture of the world is preceded by a brief excursion into the history of the emergence and development of the university as an independent institution. The image of the university is fixed within the framework of European culture, its place and role in the ideological, political, economic and, finally, worldview system are indicated. The basic features of higher education are revealed, providing it with the status of a determining factor in the development of humanity, the main of which is freedom (autonomy). The content of the “learning people” concept is revealed through the prism of ideas about the scientification of social life. It is concluded that it is the university that lies at the foundation of civilization; it is the university that turns out to be the most effective conductor of the higher world of knowledge in public life, the determining factor in the formation of the noosphere.
