Evseev V.A. Main trends of legislation of the English Parliament during the Reign of James I (according to the statutes of the Kingdom)

DOI: 10.46726/H.2026.3.10

The first quarter of the 17th century was an important period for the subsequent development of England. JamesI faced difficult issues of governing the country, which concerned various aspects of the kingdom. These include the relationship between the Crown and Parliament, religious conflicts, issues of social and economic development, and foreign policy aspects. The legislative practice of the English Parliament reflects these main directions. An analysis of the legislation of the English Parliament during the reign of James I allows us to identify 6 main areas that cover all aspects of the kingdom's life —economics, finance, socio-economic problems, political aspects, church and religious policy and the regulation of legal issues. The main area of lawmaking was focused on the socio-economic block of issues that formed the basis of the life of the entire English society. This block included: 1) economic regulation of various industries; 2) financial legislation and, first of all, taxation; 3) a wide range of problems combining social and economic orientation. They accounted for more than 2/3 of all legislative acts. The next place was occupied by legal acts related to the judicial system. Then came the church-religious legislation. The politically oriented statutes occupied the last position. The legislation of the English Parliament during the reign of James I reflected the reaction to real trends in various spheres of the country's life in the first quarter of the 17th century.
