The article discusses the milestones of the EU’s urban agenda formation: the importance of cities as drivers of EU development is substantiated, the dynamics of its development in the period 2007—2020 is shown, and the relationship between the urban, territorial and socio-economic courses of the European Union is revealed. Particular atten-tion is paid to the analysis of the Leipzig Charters of 2007 and 2020 and the Amsterdam Pact 2016. The authors consider the concepts of a sustainable city and integrated urban de-velopment as the basis of the EU urban agenda. Based on the study of the opinions of stakeholders in the development and promotion of the urban agenda (the structures of the EU and the network Eurocities), the authors emphasize the relevance of renewing the urban agenda in connection with the crisis in the EU and the COVID-19 pandemic. In the course of the analysis of the renewed Leipzig Charter, the authors focus on three di-mensions of urban development: a just, green and productive city and reveal their connec-tion with the cross-cutting dimension — digitalization. The authors come to the conclusion about the dynamism and complexity of urban development. In this regard the EU urban agenda will be adjusted in the spirit of the time.
