Smirnov D.G., Shapovalova A.S. Intelligent power of Russia: logical and conceptual discourse

The article attempts to summarize the points of view on the concept of smart power, proposed at one time by J. Nye. The place of smart power in the binary system of “hard power — soft power” is recorded, and the pattern of its emergence due to the expansion of the resource base of international relations and domestic politics is noted. The synthetic nature of the smart power paradigm is substantiated, determined by three principles — additionality, uncertainty and systematicity. The Russian categorical discourse of smart power is analyzed, its dynamics and development trends are determined. A conclusion is made about the national (state) specificity of interpretations of smart power in the American, Russian and Chinese thesauri. The heuristic nature of using the term “intelligent power” within the noospheric approach is substantiated. A definition of “intelligent power” in the context of the noospheric methodology is proposed.
