Pirozhkova S. V. The tasks of the university in cognitive and biocapitalism: from a competent consumer to a participant in socio-technological design

The article presents a model of the development of forms of work with social expectations within the framework of the evolution of the predictive and managerial support of technological development. It is shown that social expectations are one of the important factors in the development of science and technology in the context of the formation of the so-called cognitive capitalism — a form of capitalist organization of the economy, in which the sphere of R&D is integrated into the production process and there is a commodification of scientific knowledge. It is noted that the role of social expectations increases when capitalist production absorbs the sphere of biological and medical research and development and biocapitalism starts to develop. It is proved that social expectations are taken into account in such types of activities as forecasting, futurological reflection on the future and foresight, which combines predictive, project and planning-management components. These practices consistently occupy a dominant position in support of technological development, while each subsequent one integrates the previous. In the course of evolu-tion of these forms, there is a transition from fixing expectations and predicting its dynamics to the influence on them, and then inclusion in the process of socio-technological design. The Russian practice of working with social expectations in the framework of support of technological development is analyzed, and the shortcomings of this work are identified. The tasks of its improvement, the solution of which can be assumed by the university as an important participant in the innovation process that combines the sphere of R&D and market production, are justified.
