Using materials from trade memoirs, the article examines the history of the creation of the Russian customs tariff of 1811 and the “Regulations on Neutral Trade for 1811.” The author concluded that the projects of these documents began to take shape even before M.M. Speransky's proposal to St. Petersburg industrialists and merchants in September 1810. In connection with the crisis situation in Russian trade, already in 1809, the first draft of changes appeared, containing specific steps to improve Russia’s negative trade balance. The note of the Severin brothers allows us to hypothesize that the “Note of the Committee of Petersburg Merchants”, found by M.F. Zlotnikov in the archives of the State Council, was compiled on the basis of notes by Petersburg merchants. The note by the Severin brothers shows that the adoption of the tariff of 1811 reflected the interests of those who directly carried out Russia's foreign trade.
