The article deals with the main provisions of the liberal program for the development of public education in Russia at the turn of the XIX—XX centuries. Particular attention is paid to the institutionalization of the liberal movement in Russia, the development of various projects of programs for reforming the Russian school. An analysis of the program requirements of the leading liberal parties of Russia — the Cadets and Octobrists — is given, similar and distinguishing features of their programs are highlighted. Particular attention is paid to the issue of a liberal view of the problems of introducing universal education, the development of secondary education, higher education, as well as the problems of education and upbringing of national minorities. It is noted that the educational programs of the liberals were closely related to their political and economic doctrines. The reformed education was considered by them as the foundation for the future civil and legal development of the country, as well as the growth of the productive forces of the people and their well-being. The similarities and differences in the approaches of the Cadets and Octobrists to the solution of educational problems, as well as their key contradictions, are analyzed. The importance of liberal concepts as the most adequate to the socio-political and socio-economic realities of tsarist Russia during the reign of Nicholas II is noted.
