Elbakyan A.A. Openness as a cognitive and social value

The author focuses on the phenomenon of openness in the discourse of the theory of values. It is shown that the problem of open access to scientific knowledge is one of the most discussed over the past twenty years. The insufficiency of its comprehension from the point of view of epistemology and philosophy of science is postulated. The relationship between the phenomenon of the openness of knowledge and the history of the open access movement is revealed. It has been established that the classical approach to understanding openness in the philosophy of science, associated with the name of K. Popper and the concept of critical rationalism, is not an adequate tool for analyzing the phenomenon of open science, in contrast to the concept of A. Steinsaltz, which considers open knowledge as collective in its essence. It is substantiated that openness is a necessary prerequisite for rationality and can be considered as one of the values of modern science. It is concluded that it acts simultaneously as a cognitive, or epistemic, and socio-political value.
