This article examines the twists and turns of the withdrawal of German military units from Latvia in the context of the struggle for power in that country in 1918—1919. The authors note that this issue was closely linked to Latvian independence. The publication focuses on the actions of the head of the Latvian government, K. Ulmanis, German Major General R. von der Goltz, Weimar Republic Foreign Minister G. Müller, German diplomat A. von Maltzan, and White Guard Major General P. R. Bermondt-Avalov. The authors conclude that diplomats and politicians of Republican Germany most consistently advocated for the evacuation of troops from Latvia, but their efforts alone were insufficient. The Entente, as well as the military successes of Latvian-Estonian units against pro-German and Soviet forces, played a key role in the victory of the Ulmanis regime and Latvia's independence.
